Unless Biden has a public medical event that they can't explain away they have nothing to benefit using 25. Harris would have to address the people, but mostly she would have to answer questions from the press.
The only way I could see this being done is if they didn't think they could trust Joe's people to sabotage the incoming TRUMP administration.
