NO. Comey testified Trump encouraged an investigation into potential Russia meddling. If any Obstruction charges come out of this it would have to be, IMO, regarding the investigation into Flynn.

2. Why Not Obama?
An Independent Counsel is created and charged with investigating one issue, one person, and all directly associated info / fact / people. Mueller was appointed to investigate Trump. He was not hired to investigate Obama. Won't happen. An entirely separate Counsel would have to be called for / formed for that.
