Why would so many people want to live elsewhere rather than in their home counties? Do their countries have some immutable defect that prevents their social and economic development? If it is not merely geographical, it must have something to do with the social, political and/or economic systems they maintain. In that case, what would prevent them from bringing these problems with them and undermining the systems already in place?
It seems to me that dysfunctional countries need to solve their problems from within rather than exporting their excess populations to other countries, who thus become enablers of the status quo. Unlike persons who have been displaced by major military conflicts, today's "refugees" tend to be people who don't like where they live. This does not create a moral imperative to accommodate their wishes.
