Doing things by executive order isn't setting policy in stone. To be seen is if any tariff agreements signed turn out to be helpful or are like USMCA where Mexico ended up the big winner. Trump has his work cut out in in dealing with the Freedom Caucus that wants reduced spending and not adding to the federal debt.
