Ivangorod is a little town at the border with nothing. Narva is rather big city (third in the country) at the border with the larger and welthier state. One can't compare them correctly.
Anyway, Narva is not an "Estonian" city (even if technically it's a part of Estonia) - Estonians are less than 4% of its population.

And yes, there is no such thing as an "Estonian" city. The Estonians never lived in cities in the pre-Soviet ages. Even "Tallinn" (Taani linn) means "Danish city". Cities were Danish, Swedish, German, Russian, whoever elses, but not Estonian. Estonians were mere oppressed peasants on this land.
