So? The Treaty of Lausanne ceded the land to the state of Palestine in 1924. The Palestinians became citizens of Palestine in 1925.
The treaty created a concept of citizenship in Palestine as distinct from citizenship in other areas of the mandate. Of course, the treaty was built on the treaty of Sevre and had as its goal the creation of a Jewish national home in the region called Palestine. If you look at the coins and stamps issued by the British government of this "Palestine" you will see on them, in Hebrew, the initials for "The Land of Israel." When the Treaty came into effect the Mandate came into effect with provisions of REconstituting a Jewish national home there.

The Administration of Palestine shall be responsible for enacting a nationality law. There shall be included in this law provisions framed so as to facilitate the acquisition of Palestinian citizenship by Jews who take up their permanent residence in Palestine.

A dispute regarding the status of the territories was settled by an Arbitrator appointed by the Council of the League of Nations. It was decided that Palestine and Transjordan were newly created states according to the terms of the applicable post-war treaties.

Resolution 181 was a General Assembly recommendation that the Security Council partition Palestine. The Security Council did not.

Resolution 181 was DOA.
