Or is it Gentrification, when white people move into the city to live near blacks?


Both policies are condemned as racist, but which is the worst?

Neither, to me it suggests the effects of DEI policies on elevating more black people out of the inner city on sheer dint of their being black and the decline of the white middle class, also due to DEI policies where more white people can now only afford to live in formerly black inner city neighborhoods.
