I have no idea why people are suddenly going insane, but it makes sense to be aware of your surroundings until a community interventionist can be summoned by the whimsical 911 call center, Then the pollece can mop up and shoot all survivors if necessary. The courts have ruled repeatedly that they are not responsible for protecting anyone, and they are stretched pretty thin. If you have a crime problem it is the local justice system that is probably responsible, not the Leo's.
