The legend of MacArthur goes back to WW1. He was criticized for not advancing his troops during a critical assault but he always had the backing of the media. Mac retired in the 30's but FDR convinced him to return to take command of an area most likely to be attacked in the first stages of a potential war with Japan. He had a couple of days to prepare for the inevitable Japanese attack after Pearl Harbor but never enacted the "War Plan" and his entire air force was destroyed on the ground. Typically Mac blamed subordinates. When he ended up losing his entire army and was evacuated he was awarded the Medal of Honor by the FDR administration.
