When and where did "Woke" really begin?

Sometime in the 1960's a young boy drowned at a local beach. His body was found under a pier where no one saw it for some time. The Common Council seized the event as an opportunity to remove all the piers and diving boards from all the city beaches, citing safety, and budgetary constraints as the reason. However, it was learned that the real reason was that the liberal white women on the council had often voiced objections centering on the fact that only young white men were using the diving boards, and worse, they were ogling the girls at the beaches. This would not stand, so they conspired to remove the reason those white boys went to the beaches. Problem solved. This was as "Woke" as it gets, 60 years ago in Madison, Wisconsin.

The city has been awash in cash for decades, spending millions on bike paths, while the beaches have become nothing more than wading ponds for children. However, the boys are still ogling the girls there.

It came from Soviet active measure operations against the USA. So did "politically correct" speech in our universities. The KGB injected that shit into our culture to divide and weaken America.
 
Sure, at its core, because it entails learning and empathy.

Two things that are very low on the conservatives' priority list.
Not everyone understands (empathy) the misery that liberals go through. We can have sympathy, however.

Learning useful stuff is high on our list ("The sex life of the south American swamp rat" isn't).

"Going to college" doesn't put a feather in your cap, actually learning something valuable to oneself and to society (and graduating) is what counts.

In the OP's case the Common Council observed that almost no minorities or women used the diving boards, only white boys and men. In order to correct this inequity, they removed all the diving boards and piers (piers are the waypoint to get to the diving boards) from all the beaches and never returned them. Then, observing that people of all ethnicities rode bikes they spent $millions on bike paths.

Woke simply means being aware of racism in America..both historically and currently.

The rest of the shyte just got hung on the word as both political sides attempted to control the narrative.
