This would not stand, so they conspired to remove the reason those white boys went to the beaches. Problem solved. This was as "Woke" as it gets, 60 years ago in Madison, Wisconsin.

The city has been awash in cash for decades, spending millions on bike paths, while the beaches have become nothing more than wading ponds for children. However, the boys are still ogling the girls there.

In the OP's case the Common Council observed that almost no minorities or women used the diving boards, only white boys and men. In order to correct this inequity, they removed all the diving boards and piers (piers are the waypoint to get to the diving boards) from all the beaches and never returned them. Then, observing that people of all ethnicities rode bikes they spent $millions on bike paths.

Woke simply means being aware of racism in America..both historically and currently.
