We probably would have, because someone would figure out a way around it, which would require government to close the loophole, which would then would force people to figure another way around it....

its the same story since one ape slapped another one with a stick, then the 2nd ape blocked the next stick slap with some tree bark, which made the first ape pick up a rock....
 
The Jetsons flying cars jetpacks cities on the moon stuff like that

well, for starters anyone who was motivated to make billions by curing cancer or getting CO2 out of the atmosphere would lose their motivation.
