Any private entity that works with the government or uses government grants can use employees with connections in the government and an understanding of how the government works and how to get around roadblocks.

The last time we had a major purge of government workers in DC, they all found jobs with "consulting firms," known as Beltway Bandits. With those firms, they did what they had been doing for the Feds, only for twice as much money, hired on a contract basis by the ones who managed to hang on. The net savings to the government was a negative number. I think it was the Reagan years.
