I think that wouldn't be playing by the rules.

But the rules would allow one of Russia's proxies to strike America in that instance, and that's an important issue.

Everything Russia is doing lately is indicating that Russia is ready to set up that scenario as only a possibility and not necessarily a tactic put into motion.

The danger of course is in America responding in kind with conventional weapons, and Russia (the Brics) are prepared and ready. That could then become nuclear on account of the Brics military superiority. As in, America won't submit to defeat either.
