I say the world should hold an auction for the oceans. Countries can buy sections of it and own those sections all the way to the ocean floor. They can charge toll fees to travel through those sections. The purchaser has sole rights to the resources there.
Additionally, the USA should own the western half of the Atlantic because we explored it first and we should own the Pacific all the way from California to Hawaii. We could negotiate travel with Europe, who would own the eastern half of the Atlantic Ocean.
There are huge sections of the world that are not owned and this needs to be cleared up.
