Good point. Weapons are sometimes captured by one's opponents during a war. It probably isn't a good idea to send advanced technology that could end up in Russian hands- and from there perhaps sold or sent to the Russian Federation's allies like North Korea.
 
And just wait till an EU or USA Airliner gets shot down with a STINGER we sent them because it was sold on the black market. Those planes do not have IFF to protect them and the Stingers OP code can be hacked to bypass GPS.
