Actually, it was Sumy Governor, who had invited women and children to Ukrainian ceremony of military awards with a number of high ranked Ukrainian and NATO officers.

Just a collateral damage. Ukrainian civilians should develop a habit to run away from any group of Ukrainian military (especially high-ranked). And if Ukrainian military want to protect their civilians (including children) they shouldn't try to use them as a human shield in the first place.

And if they really want the reliable and lasting peace there is only one way for it - denazification, demilitarization and neutral status.
