The officer clearly was wrong and he evidenced a true emotional break down.

From the little on this video, its really difficult to say what provoked the hispanic officer into the beatdown.

Perhaps before the video was turned on, the victim called the officer a Puta or some other offensive term, or even worse called the policia 's madre something terrible? That would be enough to provoke the cop's natural instinct of machismo.
