I disagree with the part 'failed presidency', which makes this a trick question!

The distractions are quite necessary to prevent additional, unwanted bloodloss and loss of lives in any conventional war, won by words, unarmed fighting, knife-fighting, bullets getting fired, explosives with or without extra chemical and/or shrapnel payloads, artillery, aircraft, aircraft carrier groups backed by nuclear submarines.. And drones and ballistic missile trucks.
And this will probably remain the case for at least 3-thousand years more while Humanity (USA, China, Russia, Iran on behalf of all Muslims) build(s?) up their civilian space travel economies.

they never were able, nor will be able. the US, Ireland, Iceland, Greenland, The UK, and it's Commonwealth countries (Among which Australia and most of the West-European countries, plus our allies in the Far- and Middle-East, Africa and South-America) are not only technologically much more advanced, but in terms of social behaviors in public as well.
we can even absorb moderate amounts per year of refugees from other countries, IF these people are regularly 'filtered out according to what's in their criminal records'.
Add to that a police staff that must remain slow in it's handling of detainees, and you've got the very flamable, very restrictive, situation over in L.A., which I REALLY HOPE never reaches my city or any city in my own country or neighbors there of, the UK and such included. Ireland too, because I like peaceful farming community countries like no other.

But it'll probably become a prolonged conventional war, with more and more long distance, satellite controlled drones.
