It is too much for a single brain to contain. Heads are responsible for the department. Obama donÂ’t need to know everything about every department. Plus knowing what every government in the world is doing. Impossible. 16% of Americans are employed by the U.S. Government. Obama donÂ’t even know what some of the closest departments to him is doing. Congress for one.

Then you want to hold him responsible for the food stamp program which is run by the states. He is not the head of the IRS department. None of the governmental department are run perfectly because they are run by imperfect humans and should not be expected. Fraud and abuse happens because humans are genetically corrupt and evil. IF we want the government to run perfectly we need it to be run by robots. Catching fraud and abuse it time consuming and costly and employees donÂ’t like to investigate. Try reporting fraud and see who will listen.
