If it breaks the Senate rules on reconciliation, then find a way to make it Reconciliation friendly is what it seems is the next step. It also seems like they would know already, before this ruling, that the measure did not meet the rules...it's not like passing budgets through the reconciliation method is something new to them....?

The MEDICAID cuts affect Americans much much more than border crossers allowed under certain circumstances to stay, and work legally until their due process court hearing. Even if cut for just the allowed border crossers and no American services cut, the border crossers will still cost us money for medical care sought through expensive emergency room care....imo.

The VP as President of the Senate is mostly ceremonial for Constitutional functions (such as counting the EC votes) and for casting a vote (but only in the case of a tie).

It's actually the Senate Majority Leader that runs the Senate (real power) with the President Pro Tempore (traditionally the longest serving Senator from the majority party) that handles a lot of administrative duties.
