I don't think "out of wedlock" is the problem, personally.
It's the fact that the more kids a black woman shows up with at the welfare office, the more money she gets.
In areas that are ghetto and/or all or mostly black...........most of the residents will be black women. There will be one "alpha male" that goes around to his "flock" or "harem" and gets them all pregnant. These women all use each others kids as welfare fodder. And these women, in turn, give the "alpha male" part of their welfare takes, as he has no job and no home of his own (in most cases). They don't keep track of whose kids are whose, and these kids get lost since no one takes responsibility for them when they get older, as you can only get welfare on younger kids and babies. So once these kids get to the age of 10 or so, they are ignored and left to live on their own. And these women just keep whoring it up and popping out welfare babies for as long as they can.

THIS is the problem.
