U.S. officials tell NPR that the Biden administration plans to send cluster bombs, or munitions, to Ukraine to target dug-in Russian forces. An announcement is expected tomorrow.

The controversial weapons drop dozens of bomblets that human rights groups say endanger civilians.

Ukraine and Russia are already using cluster munitions on the battlefield, but Ukraine is running low on ammunition and has pressed the U.S. to send such weapons.

2. Ukraine understands the risks but also understands that using cluster munitions could save 1,000 Ukrainian casualties in just one Division sized operation.
3. Ukraine will not be firing cluster munitions at cities & civilians as the Russians have done. They will be used against Russian defenses. So civilian casualties will be minimized.
4. The problem with civilians being hurt by cluster bomblets is a real issue. But the US-made cluster bombs are designed to minimize this by having them deactivate after 3 days.
5. The US-made cluster bomblets also have a failure rate of about 5% - they are not the shitty Russian bomblets with a 20% failure rate.
6. Ukraine has already used US-made cluster bombs, which they received from Turkey, and so has experience of how to use them as safely as possible.
