That's odd because I've been talking about the "special interests" taking advantage of the undocumented for many years and allied to that is Visa abuse by employers whose SOLE interest is exploiting cheap foreign labour. My remedy is making the abusers pay all back wages and taxes and the ticket for the undocumented BACK HOME while those exploiting the Visa system? That visa has been around since 1990, so I'm sure the abuse has been going on throughout many presidencies regardless of party.
But even if what you said is true, one of the main points of this whole discussion that people have pointing out is the inconsistency in Trump's "America first" rhetoric, while now promoting the H-1B visa, which is NOT America first. We don't expect someone like Tater, as the corrupt, slimy, senile globalist puppet that he is, to be "America first" and I don't think he ever claimed to be.

Americans traveling abroad have to follow the laws wherever they are, but they are still "subject to the jurisdiction" of the US Gov't.
If you are detained abroad, the US State Dept will endeavor to get you released, or at least try to make sure you receive a fair trial.
The meaning of the phrase (at the time of the 14th) had to do with which country had a claim over an individual. The British were stopping US merchant ships at sea, and impressing British subjects (and former subjects) into their navy. This created a lot of tension with the US, and was one of the causes of the War of 1812.
"Subject to the jurisdiction of", was how it was determined which country had a claim to (or responsibility to protect) the individual in dispute (the subject).
Diplomats still have to follow our laws, we just can't prosecute them when they don't. We can only expel them from the country.
