Approximately 850 billion is used to run medicare. FDA only get around billion a year. The FBI is 11 billion. Every other government entity is teeny tiny in comparison.

Those are big pieces of the pie, but they are not the whole pie. Maybe you think there is no room to root out excesses, I disagree. Those departments have been on autopilot spending since about 2010, nothing goes through committee anymore.

There is a lot of other spending off-budget. The $100 Bn /yr war supplementals were never part of the budget. Anything that says "emergency" is off budget...

And that's not to mention the about $2 Tn a year in "self funding programs". That money is not in the budget either. When you renew a passport you make the check out to Department of State, not United States Treasury...

The first thing to do is go to zero based budgeting. Every department starts with a zero dollar budget and has to make a case for every dollar allocated every year. That alone would get rid of a lot of wastage.
