This is an old law aimed at supporting US owned merchant marine and shipbuilding. With the vague IDs of ship registrations and the global push I can't see how this even halfway enforced, but it may help. The landscape is definitely changing, we are becoming less self sufficient and more global, I hope it works out. Trump may waive the Jones Act for oil shipments. Let's repeal it instead.

Especially since our $1 Trillion military budget doesn’t deliver much that actually helps the American people
 
Where does the authority lie?
During the democrat squeeze-down on drilling by their refusal to lift the drilling ban back during W Bush’s term, gas rose to over $4 in 2008 after beginning his term just over $1.20. Bush removed a restriction on drilling in the Arctic that had been put in place by his old man as a way to placate the extremists protesting after the Exxon Valdez spill. It was an exec order so W had the authority to do it.

It didn't seem to work, considering how terrible the state of our shipbuilding industry currently is.
