To me, people in jail shouldn't have anything like this handed to them. Why do they think that they are there in the first place? To be punished for whatever it is that they were found guilty of! In other words, since when should what they consider a good thing become a part of the package? If they want something, they can get it when they get out and if they are in there for the remainder of their life, I guess that puts them out of luck.

Private prisons are making so much money they can afford it.

I think they should have the right to have surgery, however we the people should not pay for it.

I do see merit for it having to wait until after they get after jail. Being in jail already infringes upon civil rights, this would be an example of another right that is infringed upon when you commit crimes.
