The targets are the poor and lower middle class. The wealthy can afford accountants and lawyers to avoid taxes but not cheat and they will fight. The poor can't afford anyone and they cave immediately. The amount might be less than $1,000. Set up that payment plan, times a few million.

Yes the tax cheats are mostly poor. They constantly jockey finances to afford basic necessities. They are the ones with the side hustle. They baby sit two nights a week. The neighborhood can always call on Johnny with three kids and a wife that works at McDonalds. He will mow the lawn, wash the car, do minor repairs for a few bucks.

This is who the IRS is looking for, those barely eking by who make a few dollars in undeclared income.
