I have noticed that statement is considered racist if a white says it, but a solemn social commentary when Jesse Jackson is orating.

It's not that surprising considering how few black people are qualified to attend college. It takes an IQ of approximately 115 to derive significant benefit from a college education, yet only about 2 percent of blacks fall in that range.
