Threat to democracy?

When I read about that filibuster thing the other week, and the following missed deadline, I can't help wondering:

People have cast their vote and it is time to execute the will of a majority - and then it all turns into some sort of game?

Aren't those sort of things a direct threat to the democracy?

So it is some sort of veto, made quite complicated to file?
Does it work? I mean, can any minority do this regarding any descision?
