In person voting, the optical scanner will reject the voter's ballot, notifying the voter they need to request a new ballot if they want to correct the over vote/or spoiled ballot.

There is not that option with an absentee ballot.... No one there to give you a new ballot.... It has to be adjudicated by the appropriate and assigned people under election code after ballot arrives at voting precinct.
