Why do these judges get to just throw charges out?

We need massive Justice reform to include mandatory sentencing for such cases.

I think they know how to even the score.
 
There are some really bad judges out there, and I always hear how the judges could only sentence someone to so many years "under the guidelines of the law", well, the same guidelines need to apply to what charges a judge can dismiss.

Prosecutors wanted 25 years, judge gave him 9, with only 2 behind bars. He should serve a minimum of 15 years in an actual prison, a 25 year sentence might have gotten him there.
