Sure, there were reports NCAA was planning to take away the trophy but ultimately Bush decided to give it up.
Who's saluting anyone/thing? Reggie Bush was real, and one of the most dominant running backs in NCAA history. Nobody besides man-children deletes him, everyone who followed sports at the time remembers him. It's the whiney, petty NCAA that removes him from their dry stat books. Meanwhile, the rest of us know better.
