All government agencies have a budget they have to spend during the fiscal year if they don't their budget may be cut.

In the Army the chow hall next to my barracks spent 100k remodeling but was serving the troops T-Ration potatoes. I went off on the Mess Sargent and had it explained to me that the remodel was a separate budget from food procurement. That shit ain't right.

T-Rations are big pans of nasty tasting food like substances that are steam heated.
