So the democrats have shut down the government and it was only supposed to keep things open until we had another budget to keep it open after 11/21. So what happens if they keep it shutdown until 11/21?
Trump is already starting to fire people and cut agencies as well as may eliminate a few.
What happens after 11/21? Does Trump then run the entire budget? He can get people paid that were still working and decide each department’s spending?

As of Midnight oh one on October 1st the federal government was authorized to spend zero dollars and zero cents, until further notice. Therefore any spending by the executive branch is emergency spending, at the discretion of the Executive. The executive's name at the moment is Donald Trump.
Therefore congress has made Trump essentially an autocratic dictator when it comes to spending and cutting. He can spend as much or as little as he wants, on whatever he wants or doesn't.
He can declare that Congress has defaulted on all labor and procurement contracts, which can be re-affirmed or discarded after the shutdown at the discretion of . . . Donald Trump.
Ironically, the only thing he has to spend money on is congressional salaries, which could not be eliminated until after the next election. If Trump decides to spend money on an election when he is not authorized to do so.
No president has ever used this power during a shutdown. They have meekly tried to follow what the will of Congress would be, if they weren't being assholes. But Trump is a different kind of president, if no one has noticed that.
