This can't be the first time we've seen green in the pool.
Water treatment is a fairly recent science by comparison.

Not sure why anyone thought that they could treat that much water (6.5 million gallons) effectively without building a massive pump complex.
It would have to be huge.
The electric bill alone would be a monster.
