The President pardons U.S. Sailor for photographs

President Trump pardoned former Sailor Kristian Saucier who was charged with taking unauthorized photos of nuclear reactors in a U.S. Submarine on his cell phone. I'm inclined to give Saucier a break but something doesn't seem right. Did Saucier willfully ignore regulations or is the U.S. Navy guilty of not informing Sailors of regulations that could get them a year in prison and a D.D. Was the CIA and the FBI too busy chasing political enemies to investigate Saucier's background or is there something going on?
