Moscow's politics is mostly leftist, the propaganda is Eurocentric, the state is leaning towards centralization, so there is little difference from Biden. Frankly (without denying, in general, mass heroism) they had no choice. They were simply called to the draft board, and in case of refusal they were considered deserters. It was not a volunteer army.

In Germany there were 2 types. The Prussian Wehrmacht was also recruiting, the SS was voluntary and highly professional, not everyone was taken there.
The SS used the same model that the US uses.
