The unelected bureaucrats (nominially in the executive branch) now operate independently and often in opposition to the policies of the President. This has been developing for years and is at the root of the dysfunction in our country today.

I think the root of our problems is a small group of Congress critters refuse to compromise on anything thus bringing legislation to a screeching halt.

Subsequently voters are so frustrated with congresses inaction and bickering that they have decided an authoritarian president is a better option.

Technically there are only three branches of government but the group you describe definitely sounds like corporate lobbyist and billionaires who donate to Congress and presidential campaigns to get laws policies passed that promote their profits at the expense of Americans...like the food industry for example.
