The Government cannot act as a Business but nice try

To pay for Health Care and Education have the government provide by owning what 99% of what the nation consumes such as electricity, water, sewage and if 99% qualifies in terms of eggs and milk. The government has to initially make a deal or purchase with taxes either in first payment or gradual. But to be billed in taxes will only cause overconsumption and the profit should be made in individual consumption. Not really fair and is only an outwit but the military and law enforcement is consumed by 99% of the nation. But to be fair it is really the word 'Consume' here.
