This is Glenn Ivey (D-MD), and he's a gentleman, and is clean and articulate, so I suppose he's the second black Democrat to be so.
He asks several questions and then does not want to give Pam Bondi time to answer them. The Chairman - a Republican - asks Ivey to let her answer and Ivey argues that it is his time.
We had the same thing when Democrats had the House, Republicans would ask question, interrupt the answers and be told by the Democrat chair to let the witness answer and the Republicans would say "this is my time."
So, congressfolk can either come up with a way to solve that problem, or they can let these hearings be nothing more than shows of how people can talk over each other with little information exchanged.
This is definitely a "both sides" problem. If it is a problem, and maybe this is the way it will continue to be and the hearings will continue to be a farce.
