That means to consider to whom the shutdown is of an advantage, a benefit.
At this time, only a conspiracy theory, as simple stupidity and fear may account for it.....but the shutdown of American economy is a great advantage to those who don't wish to see Trump re-elected.
1. The anointed ones, called 'scientists' have proven wrong to such an extent that their recommendations for the Wuhan virus may even be considered a ruse.
Remember this:
"As many as 200,000 to 1.7 million people could die.
And, the calculations based on the C.D.C.’s scenarios suggested, 2.4 million to 21 million people in the United States could require hospitalization,..."

2. And even that appears to be bogus.
"Minnesota doctor blasts 'ridiculous' CDC coronavirus death count guidelines
Jensen then told Ingraham that under the CDC guidelines, a patient who died after being hit by a bus and tested positive for coronavirus would be listed as having presumed to have died from the virus regardless of whatever damage was caused by the bus.
"That doesn't make any sense," he said.
Jensen also reacted to Dr. Anthony Fauci's response to a question about the potential for the number of coronavirus deaths being "padded," in which the NIAID director described the prevalance of "conspiracy theories" during "challenging" times in public health."

What reason could the vaunted 'scientists' have for inflating the numbers.....other that a political one???
3. "...we are now regularly inundated on cable TV news with the latest pandemic statistics from the city. The statistics grow gloomier by the hour.
These figures have frightened people into submission as state and local governments across America enact repressive measures they say are necessary to contain the virus or slow its proliferation.
After doing everything in their power to oust President Donald Trump, journalists and others are now calling him a weakling for supposedly not doing enough, while they demand an unprecedented nationwide crackdown."

4. It appears that, essentially, only those with underlying conditions are at risk:
Have you seen these stats?
Look at the COVID deaths in NYC: Crisis or Panic? - Geller Report News
Of the 1,584 who died, 1,178 had underlying conditions….and they might have died from those conditions, rather than from the virus. The probability of dying from Covid-19 (if you’re healthy) is 406/9,000,000 = one chance out of 22,168.

New York City is lying about Chinese virus death rates
The mass hysteria over COVID-19 in the U.S. is driven in large measure by misleading statistics and bad math about the disease’s body count. Now that New York has become the epicenter of the pandemic in the United States, we are now regularl...
