What effect will a digital I.D. probably have on England?

Will a digital I. D. make it nearly impossible to be a successful criminal, [unless you are perhaps connected with MI5 or the British Secret Service somehow]?

You would think that the London "mafia" would be on the side of the ordinary Brits when it comes to this topic?
