Stimulus Jobs in China? Senators Angry About U.S. Money Going Overseas
A war is emerging between Congress and the White House over high-profile stimulus programs that lawmakers claim aren't serving the American people. Senate Democrats lashed out at the Obama administration on Wednesday, saying its stimulus wind energy program creates jobs overseas instead of in the U.S., and they're calling for the administration to put a stop to it.
"Today, we are demanding the Obama administration suspend this program immediately," said Sen. Chuck Schumer, D-N.Y.

Hey man, it was the GOP in the senate that fought against "Buy America" provisions because they accused Obama of possibly starting a trade war!
What that news piece shows, unfortunately, is that those city officials didn't feel like they could get the project done in time or at a reasonable cost since there's a shortage of welders.
America has to invest in job re-training efforts and education in specialized skills like that.
What I'd like to know is how much is going to overseas contractors.
