The article does not clearly say, that the US removed HTS from the terror list and Canada only followed. This opens space for other speculations: The goal may be to label HTS moderate, so it should not be targeted in the deescalation zones from the US point of view. This, of course, would contradict the efforts to deescalate.
Nevertheless, the US-Russian relations seem to improve. Not only did Trump share “classified“* intel regarding ISIS with Lavrov, also Tillerson said recently, that bad relations with Russia are 'not healthy' for the US and the entire world. It is unclear if good relations can be achieved, he added.
*New intel recieved from an US ally. Not to be shared by US intelligence. In so far, as Trump is not a secret service or belongs to one, he did nothing wrong. In how far his knowledge of that intel item violates US law, is another issue, the leak, however, is somewhere in the US intelligence network.
