This falls in line with the courts actual ruling concerning RvW. Their ruling never said that abortion should be a state issue. They simply stated the right to an abortion didn't exist in the Constitution. They noted that the federal government could still create laws addressing abortion.

So with that being the case the court has to side with the law as passed.

It's never a good idea to withhold family planning money though.
