Looks like five might be in step with each other, but like I said, this isn't a parade field formation. Nor do we get a clear view of how many/how large this "formation" is.
As for right shoulder arms, it is standard when moving in this context, compared to "Sling Arms". Their may be an officer outside of the picture frame who ordered it.

You can make all the suggestions about what "may be out of the frame" you want. What is evident is that the troops that are flanking the students ARE in step and they ARE all at right shoulder arms. If they weren't ordered to right shoulder arms, they could carry that weapon in any way they choose, left shoulder, port, order or sling. SMH. The staff NCO that is outside the flank is obviously in charge and he is the only GI out of step.
