Trump is working hard to resolve the war in Ukraine.
Trump knows that the mid-terms depend on "affordability", we'll see how that works out after Biden's 20% total inflation.

No it doesn't. Per the Constitution it just takes a majority to pass legislation (i.e. the CR).

Under the Senate rules it takes 60 votes to invoke cloture to end debate and allow the vote.

But it only takes a simple majority to change that rule.

On something this important it should take a two-thirds majority to change the status quo. It exists for a reason..
