Please post your math ... specifically the second-order chi^2 distribution where you applied Benford's Law ... I'm aware of the first order results and why this is used to trigger a vote re-count ... but once the re-count is done, Benford's Law has no legitimate application ...

There are federal recommendations on voting machine and equipment security and most being states being managed by republican governors and or legislatures, puts the responsibility at state level, as far as I can tell. Indeed several of the states, trumpers are whining about are present or historic "Red" states.

States can set security requirements during contract talks for new equipment. According to a 2018 analysis by the National Conference of State Legislatures, 38 states require some element of federal testing and certification of election systems before installing them in their state. In eight states, officials do not require that sort of testing or certification.

Computers have to set aside memory to store data ... if we know the data will be either "true" or "false", we need only set aside a single bit, "1" or "0", so we define the data as the Boolean type ... if we know the data will be integers between 0 and 127, we set aside 8 bits in memory, tiny integer ...

The biggest memory hog is the floating (demical) point datatype ... which can be used to express any real number ... programmers will try to limit how much memory to save space and execution time, but satisfactory results will be had using the floating point throughout ...
