The policy Mayor Giuliani used to clean up the streets was improperly struck down as being unconstitutional. It was not a clear violation of peoples' 4th, and 5th, amendment protections.
I'm referring to the stop and frisk policy. His success was based on trampling basic rights.
I'll also argue against your argument that the S&F policy led to the defund the police movement. That was a desperate push by the communists to create a federal police force that would be used against the American people.

The citizens residents of all five boroughs fear the night and fear traveling to and from their employment daily.
