They arent stealing $1700 worth of meat because they are hungry either. The meat would go bad before they ate $100 of it, unless they had a multi thousand dollar walk in freezer to store it all, in which case they probably arent poor to begin with.

It wouldn’t be splurging. Instead of paying $12 for a pack of chicken they would be paying $4. A pack of steaks for $10 instead of $25. Unlike a TV or cellphone it’s hard to prove a pound of ground beef in the freezer is the same pack stolen from a grocery store a week ago.
